Sindh Engro Coal Mining Company (SECMC) is a joint venture between Government of Sindh (GoS), Engro Energy Limited (formerly Engro Powergen Limited) and its partners namely; Thal Limited (House of Habib), Habib Bank Limited (HBL), Hub Power Company (HUBCO); China Machinery Engineering Corporation (CMEC).
SECMC was created with the vision “to develop a technically and commercially viable Coal Mining Project in Thar Block – II to bring energy security to Pakistan”. The total reserves of block II are sufficient to support 5000MW of energy for 50 years; enough to pull the country out of the energy crisis.
The Bankable Feasibility Study (BFS) of the mining project was developed by Sinocoal International Engineering Research & Design Institute of China, RWE of Germany, SRK (UK) and Hagler Bailly in 2010, for a Mine capacity of 6.5 Mt/annum. The study concluded that the project is technically, commercially, environmentally and socially feasible. In 2012-13 RWE amended the original Feasibility Study for the Mine size of 3.8 Mt/annum, which was done to reduce the capital cost of the overall project. In 2012, RWE also developed a Competent Person Statement (CPS) for the Lignite Resources in Thar Block II, confirming that the total resources in Thar Block II are 2.039 Bn tons of which 1.57 Bn tons are mineable.
SECMC’s mining project is categorized amongst the ‘early harvest’ projects under CPEC to generate electricity utilizing Thar’s untapped coal reserves. The total planned mining capacity of the project will be 20.6 MT/annum with a capacity to scale it to 30.4 MT/annum while the power generation capacity is projected to be 3,960 MW at full capacity.
The mining project is planned to be executed in 5 phases with phase I completed in July 2019 and Phase II commenced thereon. In the first phase, the Mine is being developed for a capacity of 3.8 MT/annum whereas two 330 MW sub critical plants are under construction; out of which 1st unit will be commissioned in December 2018 and the 2nd unit by March-April 2019 utilizing the complete capacity of 3.8 MT/annum. In the second phase the mine will be further expanded to 7.6 MTPA and additional 2 x 330 MW of power will be added whereas in the third phase Mine will be expanded to a capacity of 15.2 MT/annum with an additional power generation capacity of 1,320 MW.
Similarly, in the fourth phase the mine will be expanded to a capacity of 22.8 MT/annum with additional 1,320 MW added to the system while in the fifth and final phase Mine is expanded to its full potential of 30.4 MT/annum with additional 1,320 MW added into the system bringing the combined total to over 5,000 MW of power generation through Thar coal from Block II.

Abul Fazal Rizvi is the Chief Executive Officer of Sindh Engro Coal Mining Company (SECMC) – a joint venture of Government of Sindh, Engro Energy Limited and other corporate stakeholders. In addition, he also serves as the Chief Executive Officer of the Thar Foundation – a Company set up under Section 42 of the Companies Act, 2017 with an ambit to deploy UN’s Sustainable Development Goals in Thar Block II and Islamkot – Tharparkar (Sindh). Rizvi is also a Director on the Board of Engro Vopak Terminal Limited – a joint venture between Engro Corporation and Royal Vopak of Netherlands.
With an under-graduate degree in Mechanical Engineering from Kansas State University, USA and a subsequent post-graduate degree in Mechanical Engineering from the same alma mater, Rizvi has a combined professional experience of over 22 years. His expertise lies in project management, strategic management & execution of large, industrial complexes.
Rizvi started his professional career with Engro Fertilizers Limited (then Engro Chemicals Limited) in 1998, when he joined the team as a Project Engineer and climbed through the corporate ladder over the course of the next decade to be part of the lead team executing the USD 1.1 billion EnVen Project for Engro Fertilizers Limited in 2007. Regarded as one of the largest corporate sector development projects then, Rizvi was instrumental in leading construction related activities for the new fertilizer complex.
Post the EnVen commissioning, Rizvi with his knack for meticulous execution and strategic insight was brought on to the team of the Thar Coal Project in 2012 as Project Development Manager. He was critical in reworking the feasibilities for the Thar Coal projects, specifically the mining part, where he was able to reduce costs and ensure that the project remained technically & economically feasible. In 2014, he took over the project as the Director Mining and within a span of a year was given the charge of the Chief Operating Officer of Sindh Engro Coal Mining Company (SECMC). Through his exceptional leadership, he has been able to successfully fuse operational excellence across the project execution. Combined with his can-do-attitude and the ability to motivate and inspire others, Rizvi guided SECMC to unearth Pakistan’s largest coal resources in June 2018 and given his exceptional performance became the CEO of the Company in December 2018.
As an individual, Rizvi is a people’s person with strong inter-personal skills. He believes in bringing out the best in people and enjoys mentoring and coaching individuals to help them realize their true potential. He advocates that success is not solely dependent on intellect but consistency; hard work and perseverance are the real keys to success. In his free time, he likes to read and listen to music. A lesser known fact about Rizvi is that he is a true globe-trotter. Having travelled to almost 40 countries (& counting!) he loves to experience new cultures and meet new people.
He lives in Karachi together with his family.
Ghias Khan is the 4th President & CEO of Engro Corporation. Since he came on board at the end of 2016, Ghias has been instrumental in revamping Engro’s strategy, culture, and global outreach. Ghias, along with the Board of Directors, have defined a powerful central narrative for Engro Corporation that will chart its path for years to come.
There have been several notable achievements for Engro under Ghias’ guidance thus far. He has stewarded Engro’s renewed commitment in the petrochemical sector, with several growth initiatives in Engro Polymer & Chemicals and other greenfield projects, consolidated the management of all energy assets under one platform with a long-term strategy of investing in the overall energy value chain, paved the way for more cooperation with our long-time partner, Royal Vopak, through their entry in Engro Elengy, and, finally, has been instrumental in the robust turnaround of the rice business of Engro Eximp Agriproducts which won its first-ever Top Exporter Award in 2018.
Ghias is currently leading several innovative transformations at Engro, including an extensive HR transformation that focuses on revamping all talent management, development, and reward philosophies. In this vein, 2018 marked the launch of the Engro Leadership Academy, which will serve as a platform to develop effective leaders. Further, Ghias is spearheading Engro’s OneSAP initiative, which will bring the group onto a singular technology platform and will lay the foundation for a digital future.
Former CEO of Inbox Business Technologies, an enterprise technology company that he co-founded in 2001 and remained with till 2015, Ghias grew the employees to over 1900 and pivoted the company from a computer manufacturer to a systems integrator, and then to a technology-enabled digital services company. In his final year at Inbox, it was voted the largest technology company in Pakistan by Domestic Spend. Ghias has also previously served as Executive Director of Dawood Hercules.
Currently, Ghias also serves as Chairman on the Boards of Engro Fertilizers Limited, Engro Polymer & Chemicals Limited, and Engro Energy Limited. He holds a MBA from the Institute of Business Administration, Karachi.
Ghias was part of the Hong Kong under 16 cricket team, has represented Pakistan in the junior bridge team, and, in 2015, won the amateur singles championship at Karachi Golf Club.
Khalid Mansoor was the Chief Executive of The Hub Power Company Limited (Hubco) since May 20, 2013. He holds a Degree in Chemical Engineering with Distinction and honors. Mansoor is also the Chairman of Laraib Energy Limited, a subsidiary of (Hubco). He has over 32 years of experience and expertise in Energy & Petrochemical Sectors in leading roles for mega size Projects Development, Execution, Management and Operations.
Mr. Mansoor has previously served as the Chief Executive Officer of Algeria Oman Fertilizer Company (AOA). Prior to this, he held the position of the President and Chief Executive Officer of Engro Fertilizers Limited, Engro Powergen Qadirpur Limited (EPQL), Engro Powergen Limited (EPL) and Sindh Engro Coal Mining Company (SECMC).
Mr. Mansoor also held various key assignments at Engro and with Esso Chemicals Canada. He had been a Director on the Boards of Engro Corporation, Engro Fertilizers Limited, Engro Polymer & Chemicals Limited, Engro Powergen Qadirpur Limited, Engro Powergen Limited and Sindh Engro Coal Mining Company. He had also served as a Director on the Boards of Engro Foods (Pvt.) Limited, Engro Vopak Terminal Limited and Chairman of the Board of Engro Powergen Limited in the recent past. Recently, Mr. Mansoor has re-joined the Board of SECMC.
Salman Burney is currenly the director of Sindh Engro Coal and Mining Corporation. He on the board of Thal Ltd. and Agriauto Industries Ltd. and Vice President & General Manager at GlaxoSmithKline Iran Ltd. In the past, he held the position of President at Foreign Investor’s Chamber, Chief Executive Officer of GlaxoSmithKline Pakistan Ltd. and Vice President for GlaxoSmithKline Afghanistan Ltd.
Salman Burney started his career with ICI and worked with them in a number of businesses including Chemicals and Fibres, as Regional Personnel Manager for Africl and Middle East, and as General Manager, Agrochemicals and Seeds.
Mr. Salman Burney has a degree in Economics from Cambridge, and was a founding Trustee of the Oxford & Cambridge Society Educational Trust.
Dr. Mahesh Kumar Malani is currently serving as a Member of National Assembly (MNA) of Sindh Province – Tharpakar District. He is also a Member of Board of Directors of Sindh Engro Coal Mining Company. Prior to this, Malani served as a Member of National Assembly of Pakistan from year 2008 to 2013 and a Member of Provincial Assembly from 2013 onwards. Dr. Malani holds a MBBS Degree from Liaquat University of Medical and Health Science (formerly known as Liaquat Medical College Jamshoro, Sindh).
Mr. Muhammad Waseem is currently the Additional Chief Secretary (Development) in the Planning and Development Department of Government of Sindh. He has extensive experience of around 27 years in Public Administration. Mr. Waseem has served in various capacities in both federal and provincial government positions.
Prior to this position, Waseem served as Chief Secretary in the General Administration department, Home Department and Finance department of Government of Sindh. He was the Project Director in the Chief Minister’s Secretariat and also served as Counselor for Welfare and Labor in the Consulate General of Pakistan and UAE. Furthermore, Waseem enjoyed prominent positions in different departments like Social Welfare, Transportation, Agriculture, Provincial Election Authority, etc. Federally, he served as Assistant Director Finance in Water & Power Development Authority (WAPDA). Waseem holds a Masters in Business Administration (Finance) from Institute of Business Administration in Karachi, an LL.B and M.A with specialization in Mathematical Economics and Development Economics from University of Karachi.
Salim Azhar is on the board of Shabbir Tiles & Ceramics Ltd. and Sindh Engro Coal Mining Co. Ltd. In the past, he occupied the position of Director-Human Resources & Administration at Indus Motor Co. Ltd. He also served on the Engro Chemical Pakistan Ltd Management Committee from 1997 – 2005 and on the Board of Engro Asahi Polymer & Chemical Ltd from 1999 – 2005. He was the Secretary of Engro’s Board Compensation Committee with the responsibility to manage all employee matters, relating to Directors and Executives including the CEO.
He received an undergraduate degree from the University of the Punjab and has done certification levels qualifications from Cornell University.
Noor Alam Khan is a Member of the National Assembly of Pakistan since August 2018. Previously he was a member of the National Assembly from 2008 to 2013.
